Ann Duffer, founder of Ann Duffer Personnel & Stat Temps Inc.
Our history begins in 1967 when Ann Duffer founded Ann Duffer Personnel in Richmond, Va. After graduating from MCV School of Nursing, Ms. Duffer worked as an obstetrics and operating room nurse. She then switched careers and became a pharmaceutical sales rep before entering the personnel business in 1962. In 1967, Ann Duffer opened Ann Duffer Personnel at 1017 E. Main Street in downtown Richmond, placing residents in secretarial and clerical positions at legal and accounting firms. The business expanded greatly to include hiring for sales, accounting, data processing, programming, and public relations positions across insurance, manufacturing, computer, and medical industries. She also organized interview and career clinics for recent high-school and college graduates.
In September 1993, Ann opened Stat Temps Inc., a subsidiary of Ann Duffer Personnel, in the Westwood Office Park in Fredericksburg, Va. Ann served as President of the Fredericksburg office while her daughter, Cindy Duffer Matern, served as Vice President. Stat Temps Inc. offered temporary and permanent staffing to clerical and manufacturing industries. In 1998, they changed the business name to Stat Employment to distinguish themselves as a full-service employment agency.
After nearly four decades in the staffing industry, Ann Duffer retired in the early 2000s. Before she passed away in 2010, Ann worked tirelessly to help create a Senior Citizen Center in Chesterfield County, Va.
Cindy Duffer Matern, founder of At Once Staffing
In 1993, Cindy began her career in the staffing industry as Vice President of Stat Temps Inc., in Fredericksburg, Va. In the early 2000s, she became President of Stat Employment and served in that role until 2006 when she started her own staffing agency, At Once Staffing in Fredericksburg, Va. As President, she was responsible for the general operations of a full-service employment agency. She planned and oversaw marketing, sales, client accounts, employee recruitment, payroll, and customer service.
As a natural connector, Cindy loved putting her skills and talents to work in her own community. From 1981 to 1993, she worked as the Aquatic Supervisor for Stafford County, operating aquatic programs and facilities. She followed that with more than 20 years building strong relationships with the region’s best companies and top talent. Cindy passed suddenly in 2015, and following their mother’s example, Ginni Matern Mastin, Kris Matern Montgomery, and Brandon Matern, entered the business and continued the foundation Cindy built with At Once Staffing.

After graduating from Ferrum College in 2004, Ginni returned to Fredericksburg and worked alongside her mother, Cindy Duffer Matern, at Stat Employment. In 2007, Ginni entered the healthcare industry where she then worked in Respiratory Care and Pharmaceutical Sales.
After her mom’s sudden passing in March 2015, Ginni worked as interim President of At Once Staffing while continuing her full-time career in pharmaceutical sales. Inspired by her mom’s commitment to the community, Ginni started Matern Staffing in January 2017, building on the foundation her grandmother and mother established through Ann Duffer Personnel/Stat Temps and Stat Employment/At Once Staffing, respectively.
